The General Office of the Zhejiang Provincial Government recently released the "Measures to Promote Dual Control of Carbon Emissions," outlining plans to accelerate the development of non-fossil energy sources. The province will advance the "Solar+ Initiative," expand offshore wind and nuclear power projects, and promote biomass, geothermal, and marine energy.
According to data from State Grid Zhejiang Electric Power Company, in 2024, Zhejiang Province added 14.11 million kilowatts of new installed capacity for renewable energy generation, a year-on-year increase of 33%. The renewable energy generation in Zhejiang reached 71.78 billion kilowatt-hours, marking a year-on-year growth of 29.24%. By the end of 2024, Zhejiang's total installed capacity for renewable energy generation will reach 56.8235 million kilowatts, with photovoltaic capacity accounting for 47.27 million kilowatts and wind power capacity standing at 6.49 million kilowatts.
By the end of 2025, Zhejiang aims to add 6 GW of wind and solar capacity and 1 GW of nuclear capacity, with non-fossil energy consumption expected to account for approximately 24% of total energy use (excluding raw material energy consumption and separately accounted projects). By 2030, wind and solar capacity will reach 80 GW, while nuclear capacity will grow to 18 GW.
The province is also expanding pumped storage hydropower to support grid stability. By 2025, total pumped storage capacity will reach at least 9.88 GW, increasing to 24 GW by 2030.
